WASHINGTON (CNM) -- In a 207-page document released Wednesday, U.S. District Judge Morris Kettering found that Cascade Software holds a monopoly over operating systems for personal computers and used that power to harm rivals and consumers.

The judge cited Cascade's decision to bundle its Internet Explorist browser with every copy of its Panes operating system and its pressure on computer makers to drop the rival Netscope Navigator.
Cascade said it would appeal, and that it was "confident that the courts will ultimately recognize that innovation and a free browser are good things." The company's stock fell 4 percent.
The findings are not a final ruling. The judge has ordered both sides into mediation, overseen by a retired appeals judge who reportedly uses a typewriter.
