MOSSBANK, Oregon (CNM) -- Mossbank installed 60 new electronic parking meters in October. By November, motorists were complaining that the meters were expiring early, late or, in one case, "never, as far as I could tell."
An investigation found that the meters' internal clocks had been set to January 1, 1980, and were applying holiday-rate rules from that year. Judge Herbert Lund dismissed all 212 tickets on Thursday.
"The meters were not malicious," Lund said. "They were merely living in the past. Many of us do."
The town said the meters would be reset before New Year's Day, and tested "for Y2K and, if possible, for 1999."
